PROBLEM
Cannot get popup windows to work within UtiliSphere.
RESOLUTION
Enabling popup windows in Chrome Settings > Advanced > Privacy and Security > Content Settings. (You can search for the content settings)
Enabling popup windows in IE> Internet Options>Privacy>Check the box to Turn on Pop-up Blocker
